Innovative Solutions

CCE has provided environmental and general construction-related Operations Support Program (OSP) services and integrity monitoring for over thirty years to both public and private sector clients. CCE has participated in various engagements, emphasizing industrial and environmental hygiene, safety, and general construction for various City of New York agencies and private legal and investigative firms throughout New York, New Jersey, and Pennsylvania. In this capacity, CCE's services have focused on contract and policy audits, master contract development, field investigations, software development, training, and seminars, as well as forensic environmental investigations, litigation support, and expert witness testimonies. Often, CCE's efforts are coupled with the client's in-house professionals, including other forensic investigators (typically, but not exclusively, focused on non-industrial hygiene construction aspects of the investigation), architects, engineers, attorneys, and other professionals. As part of these engagements, we have developed client-specific strategies and solutions for operational improvements, as well as fraud and corruption prevention.

Historical Restoration

Project Experience

Industrial hygiene is crucial in historical preservation projects, ensuring the safety and health of workers, visitors, and the environment during restoration, conservation, and maintenance. These projects often involve handling old materials, structures, and artifacts that may contain hazardous substances or pose physical risks. Human Services

Project Experience

In its capacity as an Agency Consultant and as a team member on NJ DPMC projects, EC has successfully completed numerous projects at facilities owned or utilized by the State of New Jersey, Department of Human Services. The projects include, but are not limited to, surveys, designs, and project monitoring associated with asbestos-containing materials and lead-based paint; emergency responses to identify, monitor, perform clearance sampling, and prepare project close-out documents associated with potential and/or confirmed asbestos fiber release episodes; indoor air quality investigations; and microbial and water incursion investigations, remediation design, and project oversight.

Demolition Projects

Project Experience

Demolition projects require multi-disciplinary experience and skilled assessments. Our inspectors are trained to understand building systems and identify materials that are frequently hidden from view. Our project designers are cognizant of the unique safety requirements and conditions of demolition projects.

K-12 Schools

Project Experience

Schools have been a core part of EC's clientele since our founding. EC provides Asbestos Hazard Emergency Response Act (AHERA) compliance management for over 30 districts. Our work with schools often requires immediate responses and quick, effective decision-making to ensure occupant health and safety, as well as regulatory compliance. EC's principals are available 24/7 for emergency responses, facilitating sound technical management of concerns, including asbestos-containing materials, indoor air quality, mold, post-fire remediation, and water infiltration. EC also provides training for Asbestos Awareness, Right-to-Know, and Bloodborne Pathogens.

Colleges and Universities

Project Experience

Industrial hygiene is essential for maintaining a safe, healthy, and productive environment in colleges and universities. These institutions often have labs, workshops, and maintenance areas where exposure to chemicals, biological agents, noise, or radiation can occur. EC has a history of assisting colleges and universities in addressing environmental concerns, including providing industrial hygiene assessments and overseeing remediation projects.

Transportation Projects

Project Experience

EC has provided services to NJ DOT since 1989. We have been involved as the Agency Consultant to the Department. During EC’s contract periods, the firm conducted surveys, designed detailed Plans and Specifications, performed project monitoring, and administered and supervised asbestos abatements, as well as provided Lead-Based paint assessments in numerous Motor Vehicle Service Stations throughout the State of New Jersey. EC also provided assessment, design, project monitoring, and project close-out for numerous DOT highway projects and moveable bridges. This work involved careful coordination with Department of Transportation personnel, Architectural and Engineering (A/E) firms, and the Construction firms involved with these projects. EC has often been called upon to respond to unusual conditions uncovered during preparatory or excavation phases of roadway projects.

Utilities

Project Experience

Industrial hygiene plays a critical role in ensuring the health, safety, and efficiency of workers in utility facilities such as power plants, water treatment plants, and waste management sites. EC is attuned to the need to minimize impact to the operations of Utilities and therefore avoid disruption of the services their communities depend upon.  Accordingly, EC's inspectors, project designers and monitors strictly adhere to each Utility's health and safety requirements, as well as the necessary protocols to maintain operational capabilities.

Correctional Facilities

Project Experience

EC has over 30 years of experience as the Agency Consultant to the NJ Department of Corrections. As the Agency Consultant, EC has provided timely, on-call responses to environmental and industrial hygiene concerns. EC has also developed Asbestos Management Plans for the Correctional Facilities, giving us strong familiarity with the Department’s many buildings. Additionally, we have completed numerous DPMC projects as an A/E team member.

Sustainability

We are a team of environmental professionals with extensive knowledge of various sustainability aspects. Legionella

Project Experience

EC provides Legionella management consulting services for various State Agencies, Housing Authorities, Hospitals and other facilities.  We have a high level of technical expertise in potable water systems management for Legionella, and are readily familiar with the requirements set forth by the State of New Jersey as well as the guidelines produced by ASHRAE and the CDC.  EC understands the New Jersey Department of Health’s  (NJDOH’s)approach to case response and can efficiently guide facilities through the steps needed for compliance.  EC is proficient in preparing site-specific Water Management Plans that meet the State of New Jersey criteria.
